I think you’re asking how do I create HTML links (hypertext markup language links). It’s actually rather simple. All you need to do is put a few simple commands inside of brackets <>. There are many tutorials, Google HTML. Here’s a start.

You are talking about sitelinks. Here’s a snipet from one of my google webmaster tools accounts.
Google has not generated any sitelinks for your site. Sitelinks are completely automated, and we show them only if we think they’ll be useful to the user. If your site’s structure doesn’t allow our algorithms to find good sitelinks, or we don’t think that the sitelinks are relevant to the user’s query, we won’t show them. However, we are always working to improve how we find and display sitelinks.
You will need a lot of sites to link to yours, increasing your pagerank. Once your home page, and sub pages have pagerank Google may or may not give you sitelinks depending on it’s mood.

Those are what Google calls Sitelinks, they say an automated system generates them, but also mention showing if they think it would useful and when the site has a structure that make sense for Site links.
I would guess the page rank is a factor in choosing those secondary page links.
