I think that it is the advertiser themselves who have to specifically place a PPV ad. You will then receive $ per view for as long as that particular ad is displayed. And that is dictated by how much the budget of the advertiser stretches to.

Not sure what you mean here. If you are using google adsense then you will get paid everytime a genuine visitor clicks on an ad. If you mean you want to advertise your own site on other sites then you need google ad words, not adsense. If you mean something else edit your question and add details.

Hi buddy, google adsense can not pay per view. It payments depends on paying for per clicks.
Because of that, it’s called PPC, it means Pay Per Click.
There is some PPV systems but they don’t pay much.
I suggest you, search “high paying keywords” at google adsense.
And add unique articles include these keywords to your site. In this way, you can earn more money from adsense per click.

At the moment google allows only Pay Per Click (PPC) there’s no option for you to switch to Pay Per View (PPV) system. As you know Google pays for Clicks. So it all comes down to the amount of traffic you get and converting those traffic to clicks. Which is not easy but it do-able.
